Guía general para la prevención-mitigación de vulnerabilidades y control de desastres hidrometeorológicos

Abstract

La presente Guía responde a la necesidad de avanzar en la sensibilización y capacitación de los diferentes grupos sociales y gobiernos mexicanos, en particular de los Estados de Chiapas, Tabasco y Veracruz y los tres municipios de cada uno de ellos que se definieron para aplicar el Programa "FORTALECIMIENTO DE LA GESTIÓN EFECTIVA Y DEMOCRÁTICA DEL AGUA Y SANEAMIENTO EN MÉXICO PARA APOYAR EL LOGRO DE LOS OBJETIVOS DEL MILENIO", promovido por las Agencias del Sistema de Naciones Unidas con presencia en México (CEPAL, FAO, ONUDD, ONUDI, OPS, PNUD, UNESCO y UN-HABITAT); conjuntamente con el Gobierno de México. Los ejes temáticos y contenidos del Programa mencionado responden a las siguientes necesidades: - Sensibilizar, educar y capacitar a la población. - Organizar a las diferentes expresiones sociales de los municipios y vincularlas con la institucionalidad estatal. - Proporcionar herramientas para la organización local. - Presentar mecanismos e instrumentos para la prevención y mitigación de vulnerabilidades locales. - Presentar mecanismos para alerta temprana de posibles desastres provocados por fenómenos hidrometeorológicos. - Proponer lineamientos para organizar los aspectos logísticos para enfrentar posibles desastres. Los municipios considerados son: - Estado de Veracruz: Zongolica, Tatahuicapan, Jalapa; - Estado de Tabasco: Tacotalpa, Jonuta, Cunduacán; - Estado de Chiapas: Sitalá, San Juan Cancuc, Tuxtla Gutiérrez.
