Alteraciones climáticas en Bolivia: impactos observados en el primer trimestre de 2007

Abstract

El presente estudio se elaboró a solicitud del Ministerio de Planificación del Desarrollo de Bolivia formulada a la Secretaría Ejecutiva de la Comisión Económica para América Latina y el Caribe (CEPAL). Los recursos para su realización fueron aportados por el BID en el marco de la cooperación técnica no reembolsable ATN-OC-10296-BO (BO-T1063): "Ayuda ante la emergencia causada por la lluvias, inundaciones y deslizamientos sucedidos entre diciembre de 2006 y febrero de 2007". En este documento se presenta la evaluación y la valoración de los daños sociales, económicos y ambientales causados por las alteraciones climáticas que azotaron a Bolivia en el primer trimestre de 2007, en parte asociadas al ENOS de 2006-2007. En la elaboración de este estudio contribuyeron el Programa de las Naciones Unidas para el Desarrollo (PNUD) y la Oficina para la Reducción y Prevención de Crisis (BCPR, por sus siglas en inglés) del PNUD, y además formaron parte de la misión funcionarios del Banco Interamericano de Desarrollo (BID) y de agencias de cooperación, y del Sistema de las Naciones Unidas. Una misión interdisciplinaria visitó el país andino, a fin de acopiar información sectorial y global. Junto con contrapartes nacionales de diversos ministerios, en coordinación con la Unidad de Análisis de Políticas Sociales y Económicas (UDAPE) y con el apoyo del Viceministerio de Defensa Civil, se realizaron entrevistas en los departamentos afectados. En esas ocasiones se contactó a las autoridades de las distintas prefecturas, municipios y entidades sectoriales tanto de jurisdicción pública como privada. Además, en dichas visitas se contó con el apoyo de los funcionarios del Sistema de las Naciones Unidas en las localidades. Abstract: Climatic alterations in Bolivia: impacts observed during the first quarter of 2007 This report was elaborated upon the request of the Ministry of Development Planning of Bolivia, by the Executive Secretariat of the Economic Commission for Latin American and the Caribbean (ECLAC). The resources for undertaking the study were provided by the Interamerican Development Bank (IDB) within the framework of technical non refundable cooperation ATN-OC-10296-BO (BO-T1063): "Ayuda ante la emergencia causada por la lluvias, inundaciones y deslizamientos sucedidos entre diciembre de 2006 y febrero de 2007", (Aiding the emergencies caused by rains, floodings and landslides between December 2006 and February 2007).The report presents an evaluation and appraisal of the social economic and environmental damages in Bolivia caused by climactic change during the first trimester of 2007, partly associated with the ENOS 2006-2007. Other parties that contributed in elaborating this report were The United Nations Development Programme (UNDP), and the Bureau for Crisis Prevention and Recovery (BCPR), as well as functionaries from the IDB and cooperation agencies from the System of the United Nations. An interdisciplinary mission visited the Andean country for the purpose of gathering sectorial and global information. In collaboration with national counterparts and diverse ministries, as well as the Unit Analysis of Social and Economic Policies (UDAPE), and the Vice ministry of Civil Defence, interviews were conducted with the affected departments. For this undertaking, the respective authorities for the municipalities and sectorial entities and well as public and private jurisdictions were contacted. The interviews were conducted with the assistance of local United Nations functionaries.
