Abstract

Para evaluar el impacto de este fenómeno, un equipo de técnicos del CENAPRED y Daniel Bitrán, consultor de la CEPAL, realizaron una misión durante la última semana de agosto y la primera de septiembre del presente año a los estados de Quintana Roo, Yucatán, Tamaulipas y Nuevo León afectados por el huracán "Emily". El equipo del área de Estudios Económicos y Sociales del CENAPRED está integrada por Norlang García Arróliga, Rafael Marín Cambranis, Martín Jiménez, y Guadalupe Matías. Durante ese lapso, con el apoyo de las Direcciones Estatales de protección civil, la misión se entrevistó con autoridades de las diferentes dependencias del sector público y privado. Así mismo, se trasladó a las zonas más severamente afectadas en cada uno de los estados. El presente documento recoge los resultados de las investigaciones realizadas en el terreno. Se integra con un resumen que muestra el impacto conjunto, seguido por cuatro capítulos correspondientes a cada uno de los estados afectados. Cada uno de ellos presenta al final las conclusiones y recomendaciones emanadas del diagnóstico realizado por la misión. Abstract: Characteristics of the Socioeconomic impact andthe hurricane "Emily" on Quintana Roo, Yucatan, Tamaulipas and Nuevo Leon in July of 2005 In an effort to evaluate the impact of hurricane Emily in the states of Quintana Roo, Yucatan, Tamaulipas and Nuevo Leon, a mission was carried out during the last week of August and the first week of September of 2005 by a group of technicians from CENAPRED as well as Daniel Bitrán, consultant for ECLAC. The Area of Economic and Social Studies team of CENAPRED is composed by Norlang García Arróliga, Rafael Marín Cambranis, Martín Jiménez and Guadalupe Matías. With the support of the states' authorities for civil protection, the mission interviewed authorities of different dependencies of the public and private sector. As such, it covered the most severely affected zones in each state. This report gathers the results of the investigations conducted on the subject, presenting a subsequent summary over the whole impact. It consists out of a summary of the total impact, followed by four chapters describing the effects in the respective states. Each chapter presents the conclusions and recommendations emanating from the evaluation undertaken in the study.
