El Tratado de Libre Comercio Centroamérica-Estados Unidos: resultados de la negociación y características principales

Abstract

Resumen Entre diciembre de 2003 y enero de 2004, las intensas negociaciones llevadas a cabo entre los países centroamericanos y los Estados Unidos culminaron en un texto para la firma de un tratado de libre comercio (TLC) entre ambas partes, conocido por sus siglas en inglés, US-CAFTA (United States-Central America Free Trade Agreement), que constituye el tercer TLC que los Estados Unidos negocian con contrapartes de la región latinoamericana y del Caribe. Precisamente, en un primer momento se suscribió un TLC con México y Canadá, y más recientemente con Chile. El borrador del texto del US-CAFTA se dio a conocer públicamente a fines de enero de 2004 y desde entonces los diversos actores políticos y económicos de los países centroamericanos están ávidos de informarse sobre su contenido. En ese sentido, el principal objetivo de esta publicación es exponer de manera sencilla y sintética los principales resultados de las negociaciones en cada una de las áreas que se abarcaron, al tiempo que en este documento se intenta proporcionar elementos para el análisis de los logros alcanzados por Centroamérica en comparación con otros tratados, en particular el establecido con Chile, cuyos acápites se resumen junto con los del US-CAFTA. ABSTRACT From December, 2003 to January, 2004, the intense negotiations carried out between the Central American countries and the United States culminated in the decision for the signature of a free trade agreement (FTA), known by its acronym, US-CAFTA (United States-Central America Free Trade Agreement), that constitutes the third FTA that the United States negotiate with counterparts of the Latin-American region and of the Caribbean. Precisely, in the first moment one signed the FTA with Mexico and Canada, and more recently with Chile. The draft of the text of the US-CAFTA started itself knowing publicly at the end of January, 2004 and since then the diverse political and economic actors of the Central American countries are eager for be informed about its content. In this sense, the main aim of this publication is to expose in a simple and synthetic way the principal results of the negotiations in each of the areas that were included, at the time that in this document one tries to provide elements stops the analysis of the achievements reached by Central America in comparison with other agreements, especially the established one with Chile, which clauses are summarized together with those of the US-CAFTA.
