Abstract

Antecedentes La magnitud de los daños ocasionados por las lluvias que desde el mes de noviembre de 1999 azotaron a Venezuela en las zonas costeras e importantes centros urbanos de Venezuela, en particular los estados Vargas, Miranda y Falcón aún no han sido totalmente comprendidos en su impacto global y en sus implicaciones de corto, mediano y largo plazo. El 16 de diciembre de 1999 la Asamblea Constituyente de Venezuela declaró el Estado de Emergencia para el Distrito Federal de Caracas y otros ocho de los estados del país. El Ministerio de Relaciones Exteriores inició campañas de recolección de cooperación y ha circulado una solicitud de solidaridad a la comunidad internacional. El 23 de diciembre de 1999 el Gobierno de la República Bolivariana de Venezuela solicitó oficialmente el apoyo del sistema de Naciones Unidas para asistir al país en la atención al impacto causado por el desastre. La Asamblea General de las Naciones Unidas adoptó el día anterior (22 de diciembre de 1999) una resolución que urge a la comunidad internacional a responder de manera rápida y generosa con ayuda para Venezuela.
