Abstract

Esta guía práctica orienta a las instituciones públicas en el diseño, el desarrollo y la ejecución responsable de proyectos de inteligencia artificial (IA), desde la detección del problema hasta la implementación en entornos reales. Se propone una ruta clara de tres fases (exploración, desarrollo y aplicación en el entorno real), organizada en pasos concretos, con preguntas orientadoras, decisiones clave y entregables mínimos en cada etapa. El enfoque combina valor público, datos técnicos y gobernanza, lo que ayuda a decidir cuándo usar IA, cómo compararla con alternativas no basadas en IA y cómo gestionar los riesgos asociados a datos, sesgos, privacidad, seguridad y rendición de cuentas. En esta guía se integran herramientas prácticas, como listas de verificación, criterios de madurez institucional, prototipado, testeo y monitoreo continuo, alineadas con los principios de IA relativos a la responsabilidad. Está dirigida a equipos directivos, técnicos, jurídicos y operativos, y busca crear un lenguaje común que facilite proyectos de IA útiles, auditables y sostenibles en el sector público.
