Entre mitos y realidades. TIC, políticas públicas y desarrollo productivo en América Latina

Abstract

El libro “Entre mitos y realidades. TIC, políticas públicas y desarrollo productivo en América Latina” constituye un esfuerzo inédito en la región por comprender la difusión de las TIC en las empresas latinoamericanas, así como las principales políticas e instrumentos para impulsarla. Los estudios nacionales que comprenden a la Argentina, el Estado Plurinacional de Bolivia, Brasil, Chile, Colombia, Costa Rica, México y Uruguay ofrecen un panorama regional sobre el avance en cuanto al acceso y uso de estas tecnologías en el entramado productivo latinoamericano, mostrando diferencias sustanciales en el caso de las empresas de menor tamaño relativo, así como en cuanto a los sectores de actividad económica donde éstas se desempeñan. A lo largo del documento se analizan también las principales políticas y estrategias de difusión de TIC, partiendo por las agendas digitales más genéricas que intentaban avanzar en la sociedad de la información (a principios de los años 2000) hasta llegar a los programas y políticas más recientes, que intentan focalizar su impacto en el sector productivo. Tanto los estudios específi cos a nivel de los países como el análisis que se realiza sobre la situación regional develan la falacia de algunos de los mitos que se tejen en torno a las TIC, como por ejemplo la idea según la cual el simple hecho de incorporar cualquier TIC a una empresa conllevaría un mejoramiento en el desempeño de las fi rmas. Al mismo tiempo, los estudios identifi can una serie de elementos que condicionan y afectan las posibilidades de incorporar estas tecnologías. En particular, las especifi cidades sectoriales, las características propias de las empresas, sus capacidades, sus estructuras organizativas, las relaciones con sus clientes o proveedores, así como su vinculación con otras empresas dentro o fuera de cadenas productivas, entre otros, son factores que afectan fuertemente las posibilidades de incorporar y usar productivamente nuevas tecnologías.
