Abstract

The present document describes the revised policy and strategy for the practice of evaluation within the Economic Commission for Latin America and the Caribbean (ECLAC). The purpose of the Commission’s evaluation policy and strategy is to strengthen the evaluation function by maximizing transparency and coherence and ensuring high quality standards in its evaluations. It is hoped that this, in turn, will ultimately contribute to greater accountability, improved performance, and institutional learning within the Commission. The Commission’s policy has been established in accordance with the Secretariat’s rules and regulations on evaluation.1 The ECLAC evaluation strategy outlines how this policy is put into practice, in accordance with guidelines established by the Office of Internal Oversight Services (OIOS).2 The policy and strategy is also aligned with the norms and standards of evaluation established by the United Nations Evaluation Group (UNEG).
