Expone las principales características geográficas y las condiciones socioeconómicas de los habitantes de las cuencas altas ubicadas en la zona andina, en Centroamérica y en el Caribe. Analiza los problemas que presenta el aprovechamiento y manejo de sus recursos y las diversas alternativas de solución actualmente aplicadas por diferentes países de la región.
