Las politicas de poblacion en el contexto del desarrollo economico y social

Abstract

Estas caracteristicas son: su caracter instrumental para el logro de objetivos de desarrollo, su caracter multisectorial y una perspectiva a largo y muy largo plazo. La formulacion de una politica de este tipo supone una etapa de diagnostico descriptivo y explicativo; un pronostico que contemple el instrumental analitico adecuado; un sistema de hipotesis y los planes de desarrollo a largo plazo como referente; la fijacion de objetivos y metas y el diseno de estrategias de accion que dependen en forma importante de los medios y del conocimiento de las politicas sectoriales y su influencia en los fenomenos demograficos. Destaca la necesidad de definir el papel de los organismos de planificacion en la formulacion de las politicas, de revisar el estado de los insumos de informacion estadistica y de investigacion, de estudiar los mecanismos de comunicacion con los productores de los insumos y de examinar las experiencias y necesidades en torno a la capacitacion del personal para el diseno de politicas y programas de accion
