Anotaciones para el analisis politico de las politicas de poblacion: la relacion entre la estructura de poder y la accion publica

Abstract

Se indican algunos autores que han tratado el problema: Organski reviso la relacion entre el tamano de la poblacion y el poder del Estado; Mukerjee intento analizar la incidencia de los factores demograficos en la politica internacional; Weiner creo la expresion demografia politica para referirse al estudio del tamano, composicion y distribucion de la poblacion en relacion al sistema politico. Estudios recientes de Pye (1965), Cornelius (1969), Nelson (1969-1970), Clinton (1972), Alschuller (1972) y Portes (1972) se caracterizan porque el analisis se desarrolla en el plano del comportamiento individual, porque el material no proporciona datos confiables sobre el aspecto politico del comportamiento de los migrantes y porque les atribuyen un comportamiento politico radicalizado lo que haria inestable el sistema politico urbano. Se plantea la necesidad de interpretar los fenomenos demograficos como variables condicionadas por fenomenos politicos y, por ende, como contenidos y productos implicitos de las politicas publicas.
