Pactos territoriales en la construcción de regiones transfronterizas: por una mayor integración a múltiples niveles

Abstract

El cambio de paradigma con respecto a las políticas de frontera y la cooperación transfronteriza no se ha traducido necesariamente en mayor atención al tema en los mecanismos de integración regional. Por esta razón, concibiendo a las fronteras como espacios internacionales en donde se condensan las relaciones entre las poblaciones locales (relaciones de contigüidad) y el accionar de los diferentes niveles del Estado (relaciones interinstitucionales y multinivel) de varios países, nuestra propuesta es mostrar cómo la cooperación transfronteriza es un eslabón clave en la consolidación y el afianzamiento de los procesos de integración, “desde abajo”. Si la integración fronteriza es una estrategia clave para el desarrollo económico y social, para la gobernabilidad democrática y la reducción de asimetrías, lo es también para estrechar los lazos de cooperación política entre los Estados y favorecer procesos de integración regional.
