Report of the Third Forum on Human Rights Defenders in Environmental Matters in Latin America and the Caribbean

Abstract

The Third Forum on Human Rights Defenders in Environmental Matters in Latin America and the Caribbean was held in Basseterre from 7 to 10 April 2025. The Forum was convened by the Economic Commission for Latin America and the Caribbean (ECLAC), as the Secretariat for the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (Escazú Agreement), in partnership with the Government of Saint Kitts and Nevis, the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). This document is the official report of the Third Forum on Human Rights Defenders in Environmental Matters in Latin America and the Caribbean. It summarizes the various panel discussions, dialogues and presentations that took place there. It also includes the programme for the implementation of the Action Plan on Human Rights Defenders in Environmental Matters in Latin America and the Caribbean of the Escazú Agreement prepared by the coordinators of the open-ended ad hoc working group and a systematized overview of the contributions of the breakout groups regarding gender mainstreaming in the implementation of the Escazú Agreement.
