Políticas y capacidades de investigación y desarrollo e innovación (I&D+I) para el desarrollo de biocombustibles en América Latina y el Caribe

Abstract

Este artículo propone crear dos redes de investigación internacional en América Latina y el Caribe en biocombustibles de "primera generación" y "generaciones avanzadas" bajo el principio de código abierto. La propuesta nace de discutir la naturaleza de la investigación y desarrollo e innovación en biocombustibles y las limitaciones para desarrollarla de manera individual en cada país. El trabajo en redes puede resolver el problema de la ausencia generalizada de capacidades y la escasez de investigadores y tradiciones científicas en la región y aprovecha las capacidades de países líderes y de centros de investigación internacional. Al mismo tiempo, el artículo advierte sobre los riesgos de invertir en el negocio de biocombustibles sin tener ventajas en investigación, o un clima de negocios favorable al emprendimiento. Las redes de trabajo propuestas pueden beneficiarse tanto a los países líderes como a los países rezagados en dotación y capacidades, así como promover negocios innovadores y alianzas beneficiosas para los países de la región.
