Desarrollando un modelo abajo-arriba de planificación en un Estado centralizado: el caso del plan de infraestructura del Ministerio de Obras Públicas, Chile

Abstract

Este artículo revisa las repercusiones del modelo centralista-sectorialista predominante en chile y reconoce los efectos que ha traído en términos de desarrollo. A la vez, a raíz de la identificación de los cambios en el contexto global plantea que éste modelo requiere acciones que permitan acercar a la ciudadanía a las tomas de decisión que le son atingentes, posicionando la planificación bottom-up como la respuesta a esta necesidad. Así, relata el proceso de Planificación que ha realizado el Ministerio de Obras Públicas para establecer un horizonte de desarrollo al 2030 buscando acuerdos concertados con los diferentes actores de la sociedad como activo fundamental en su proceso de planificación de mediano plazo.
