Sustentabilidad de los programas de transferencias condicionadas: la experiencia del Instituto Mixto de Ayuda Social y "Avancemos" en Costa Rica

Abstract

Este documento tiene como propósito describir y analizar la trayectoria del programa de transferencias monetarias condicionadas denominado Avancemos", sus alcances y las perspectivas que tiene su desarrollo futuro en un marco institucional como el del Instituto Mixto de Ayuda Social (IMAS). Se discute asimismo cuán novedoso o no es este programa en un país como Costa Rica, cuya principal característica histórica en materia de política social ha sido la aplicación de un enfoque universal, que ha buscado garantizar un conjunto básico de derechos y resultados sociales para todos los ciudadanos, a fin de facilitarles procesos de movilidad social ascendente e igualdad de oportunidades."
