Políticas sociales: instituciones, información y conocimiento

Abstract

En este documento se enfatiza el rol de las evaluaciones de políticas como un instrumento fundamental para mejorar el diseño y monitoreo de las mismas. La principal fuente de información acerca de la efectividad de las políticas y programas públicos -insumo indispensable aunque no suficiente en la toma de decisiones- es la evaluación de los mismos. Debido a ello, la evaluación de los programas públicos debería ser una preocupación constante de un gobierno interesado en lograr la mejor política social y de desarrollo posible. El conocimiento sobre políticas sociales y de desarrollo obtenido a partir de evaluaciones rigurosas puede ser de gran utilidad para generar consensos acerca de qué políticas deben seguirse, así como para informar los intentos de rediseño y mejora de programas actualmente en vigencia. Asimismo, contribuyen a clarificar las fuentes de divergencia sobre la efectividad de las intervenciones en los debates de política. La evaluación de políticas y programas sociales, y la difusión de las mismas en la sociedad, tienen un rol importante en promover buenas políticas públicas.
