Localización de infraestructura educativa para localidades urbanas de la Provincia de Buenos Aires

Abstract

El desafío del presente trabajo es optimizar la asignación de recursos para la localización de la inversión en infraestructura educativa en zonas urbanas. Para ello se requiere de un modelo que revele la interacción natural que existe entre la educación y otros sistemas urbanos, en especial los de transporte, uso de suelo y medio ambiente. El modelo tiene por objeto minimizar los costos totales (de proveedores y usuarios); del servicio educativo, los que incluyen los montos de la infraestructura actual, infraestructura nueva, infraestructura que se libera, infraestructura residual, mantenimiento, gestión y transporte de los usuarios. El proyecto se realizó en dos partidos de la provincia de Buenos Aires: Almirante Brown y Malvinas Argentinas y entrega como productos un catastro de indicadores y fuentes de información para el modelamiento y optimización de la localización de la infraestructura educativa; implementación del sistema integrado, identificando la localización óptima de dicha infraestructura; análisis de escenarios alternativos con costos totales, diferenciales y montos de inversión requeridos; mapas con localización, costos de acceso y áreas de influencia de la infraestructura educativa actual y proyectada; programa de inversiones para los próximos 10 años.
