Abstract

Este documento fue elaborado por Jorge Salinas, consultor de la División de Medio Ambiente y Asentamientos Humanos de la CEPAL, en el marco del Proyecto BOL/94/036, 'Apoyo al sistema nacional de planificación', con la participación del Ministerio de Desarrollo Sostenible y Planificación, Viceministro de Planificación Estratégica y Participación Popular de Bolivia y el Programa de Desarrollo de las Naciones Unidas, PNUD/Bolivia. Este documento forma parte de las actividades del Proyecto sobre 'Estrategias e Instrumentos de Gestión Urbana para el Desarrollo Sostenible en América Latina y el Caribe', que actualmente realiza la División. El trabajo acompaña al diagnóstico del modelo de gestión municipal algunas recomendaciones acerca de las tareas que se pueden emprender en Caranavi. Ello se verá complementado si motiva a la reflexión de las autoridades locales y acaso de otras instancias públicas nacionales preocupadas por los cambios de la globalización sobre la esfera de las políticas públicas y en particular por las que hacen al desarrollo local y productivo que envuelve a los gobiernos municipales.
