Abstract

En este manual, elaborado por el Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ILPES) de la Comisión Económica para América Latina y el Caribe (CEPAL) y publicado en el marco de la celebración de sus 50 años de existencia, se plantena una serie de medidas o acciones que los países compromisarios del pacto mundial, especialmente aquellos de la región latinoamericana y del Caribe deben impulsar para avanzar de manera significativa en los Objetivos de Desarrollo del Milenio. La lógica del Programa del ILPES se basa en procesos de capacitación-acción inducidos, que activen las energías de los gobiernos municipales y de los actores locales para intervenir en sus territorios.
