Dinámica del empleo y crisis en América Latina: resultados de estimaciones de panel

Abstract

Este trabajo presenta estimaciones de demanda dinámica de trabajo usando información para 15 países de América Latina para las tres últimas décadas. Como principal resultado se encuentra un impacto negativo directo de ciclos económicos recesivos sobre la creación neta de empleo total y asalariado, e incluso un aumento de la elasticidad empleo-producto y reducción de la elasticidad empleo-salarios durante las recesiones. Esto sugiere que políticas destinadas a reducir costos laborales tendrían una eficacia reducida para combatir el desempleo durante las recesiones y que en cambio políticas dirigidas a estimular la demanda agregada fortalecerían su impacto positivo sobre la performance del mercado de trabajo en tiempos de crisis. En todos los casos los efectos encontrados en empleo asalariado son superiores a los efectos en empleo total, lo cual sugiere que los flujos de empleo hacia el sector informal podrían disminuir el impacto del menor crecimiento sobre el empleo total.
