El papel del poder legislativo en el proceso presupuestario: la experiencia argentina

Abstract

El propósito de este trabajo es especificar el papel del Poder Legislativo en el proceso de planificación, sanción y ejecución del Presupuesto en Argentina. Para ello se propone observar la intervención legislativa en dicho proceso en función de cinco variables: atribuciones constitucionales y legales en materia presupuestaria; sistema electoral; sistema de partidos; procedimientos legislativos para el tratamiento presupuestario, y contexto macroeconómico del país y situación financiera del Estado. La primera sección define estas variables y sitúa el caso argentino en perspectiva comparada con América Latina. Las secciones segunda a cuarta examinan la experiencia del Congreso argentino en el proceso presupuestario entre 1984 y 2004. La quinta sección formula un balance de la experiencia reconstruida. Las conclusiones recapitulan el argumento y proponen futuras líneas de investigación.
