Clase media y política fiscal en América Latina

Abstract

La clase media latinoamericana ha demostrado a través de las décadas su potencial para afectar la economía y el desarrollo social del continente. Sin embargo, la realidad socioeconómica que enfrenta Latinoamérica no ha permitido que el crecimiento y el desarrollo económico se transmitan de forma adecuada a las clases medias. En este contexto, nos preguntamos hasta qué punto es sostenible el pacto fiscal que ha asociado por décadas al gobierno con la clase media en América Latina. Este pacto fiscal, traducido en impuestos, gasto social, y subsidios, encuentra su mayor base de sustentación en la clase media, pero el incipiente desequilibrio entre lo que las clases medias aportan y lo que reciben del estado, pone en peligro esta coordinación que no sólo tiene aristas económicas, sino que también podría terminar afectando el desarrollo social y la vida democrática que se ha instalado en la región.
