Descentralización de la oferta educativa: sugerencias metodológicas para el análisis aplicadas a México

Abstract

Gran parte de las disparidades que se observan en América Latina se deben a la desigualdad de oportunidades en el acceso a la educación y la permanencia en el sistema educativo. A su vez, la educación determina el acceso al mercado laboral y a los segmentos más valiosos de dicho mercado. El apoyo público a la educación es fundamental para reducir las desigualdades personales y territoriales, ya que el talento no está relacionado con la situación socioeconómica ni con el lugar de residencia de las familias, mientras que el acceso a la educación sí. La descentralización se considera un componente fundamental de cualquier estrategia nacional de mejora de la educación. En este documento se ofrece un enfoque metodológico para el análisis comparativo de sistemas descentralizados, con vistas también a obtener sugerencias válidas para la reforma escolar.
