Macroeconomía y pobreza: lecciones desde Latinoamérica

Resumen A pesar de la importancia del tema, la relación entre política macroeconómica y pobreza ha sido relativamente poco estudiada en la literatura, sobre todo desde el punto de vista del análisis empírico. El presente trabajo describe los canales a través de los cuales la política macroeconómica puede afectar a los grupos de menor ingreso y plantea la idea de que esos grupos de menor ingreso se han visto, tradicionalmente, afectados más que proporcionalmente durante los períodos de crisis o inestabilidad macroeconómica. Países que han sido capaces de establecer una política social neutral al ciclo económico o, en el mejor de los casos, contra-cíclica, reducen el efecto de las crisis sobre los grupos de menores ingresos. Basados en una variación del enfoque de los activos, observamos que los determinantes fundamentales de vulnerabilidad, entendida como la probabilidad de caer en condiciones de pobreza, son la condición de empleo y la educación del jefe del hogar.
