Comercio exterior, cadenas globales de producción y financiamiento: Conceptos y relevancia para América Latina y el Caribe

Abstract

El comercio internacional es un componente fundamental de la globalización y del proceso de desarrollo económico en el cual se inserta América Latina y el Caribe. Este proceso lleva concomitante también, un proceso de financiamiento cuyas características son importantes de comprender y que constituyen el foco de este documento, orientado desde la perspectiva del desarrollo de América Latina. Los patrones de comercio internacional han cambiado en el tiempo, con consecuencias de distinto orden. La primera ola de globalización, desde mediados del siglo XIX hasta 1913, se caracterizó por un fuerte impulso al comercio de bienes finales (textiles, alimentos, especies y otros productos) beneficiados tanto por tarifas bajas como por una reducción substancial de los costos de transporte y comunicaciones asociados al desarrollo del ferrocarril, la navegación comercial y el telégrafo tras la revolución industrial del siglo XIX. En la segunda ola de la globalización, que se inicia en las décadas de 1970 y 1980, el comercio internacional ha adquirido mucha mayor importancia, el comercio en bienes intermedios (partes, piezas, insumos) y el comercio en servicios (contabilidad, finanzas, centros de llamados).
