Las políticas activas de mercado de trabajo: un panorama internacional de experiencias y evaluaciones

Abstract

En este documento se pretende hacer una revisión de las políticas activas de mercado de trabajo que se han venido implementado a nivel internacional. Además, se busca brindar un panorama de las principales conclusiones de sus evaluaciones. La motivación de esta recopilación proviene del crecimiento de la desocupación en Uruguay en los últimos años, país en que diversos diagnósticos señalan un alto desempleo estructural y cierto grado de persistencia del desempleo. El documento se estructura de la siguiente manera. En el primer capítulo, se presenta un panorama de la evolución del desempleo en Uruguay; en el segundo, se realizan algunas apreciaciones generales sobre las políticas activas de mercado de trabajo; en los siguientes capítulos, aparecen las características generales de los distintos programas, sus objetivos y justificaciones de implementación y los resultados de sus evaluaciones para otros países.
