Los instrumentos económicos en la gestión del agua: el caso de Costa Rica

Abstract

En el presente documento se aborda el proceso de diseño y puesta en práctica en Costa Rica de dos instrumentos económicos para la gestión del agua, en cuyo diseño se incluyen consideraciones sobre su valor económico. Éstos son: el canon por aprovechamiento del agua, que reconoce su servicio ambiental, y el canon por vertidos de elementos contaminantes a los cuerpos hídricos. Ambos cánones pertenecen a la batería de los instrumentos económicos orientados a mejorar la gestión del agua, tema que ha cobrado actualidad en la última década debido a la poca efectividad de la sola aplicación de los métodos de regulación directa y a la necesidad de obtener recaudaciones financieras que se invertirían en perfeccionar el manejo del recurso. En Costa Rica las políticas de desarrollo forestal y de perfeccionamiento de la gestión del agua están íntimamente vinculadas, por lo que en este trabajo se examina también el desarrollo y funcionamiento del Programa de Servicios Ambientales y otros proyectos implementados y apoyados por el Fondo de Financiamiento Forestal (FONAFIFO) y el Ministerio de Ambiente y Energía (MINAE).
