Descentralización a escala municipal en México: la inversión en infraestructura social

Abstract

Resumen El interés por incentivos que permitan que el gasto público descentralizado vele por la provisión preferente de bienes y servicios a los más pobres guía este análisis. Este estudio analiza el efecto del gasto descentralizado en México en la provisión de infraestructura social básica en las municipalidades. Se considera el comportamiento financiero de los gobiernos municipales y la relación existente entre el gasto federal descentralizado, las prioridades del gasto establecidas desde la óptica municipal y las carencias sociales objetivas en los municipios. La combinación de información proveniente de los propios gobiernos municipales con indicadores objetivos sobre las condiciones de bienestar en el país permite aportar nuevos datos para evaluar la política social en su conjunto y el fondo de infraestructura social municipal. Los resultados que arroja esta evaluación indirecta son poco alentadores; por su parte, la gestión municipal pareciera tener efectos muy pequeños en la mejoría de los servicios provistos.
