Incentivos públicos de nueva generación para la atracción de inversión extranjera directa (IED) en Centroamérica

Abstract

Muchos países han diseñado políticas de incentivos para atraer inversión extranjera directa (IED) y promover exportaciones basadas en la creación de zonas especiales para la exportación o zonas francas. Sin embargo, la Organización Mundial de Comercio (OMC) puede considerar a algunos de esos incentivos como subsidios a las exportaciones y deben ser desmantelados o sustituidos por incentivos de nueva generación que no contravengan las regulaciones en materia de subsidios. En el presente documento se identifican buenas prácticas internacionales sobre los incentivos a la promoción de IED y de las exportaciones, con el fin de aportar referencias útiles que permitan diseñar nuevos incentivos que sustituyan aquellos que deben desaparecer en 2015. Se hace énfasis en los mecanismos de apoyo a las exportaciones de servicios, a los incentivos a la investigación y desarrollo, y a los ligados al medio ambiente. Los países analizados son Costa Rica, Panamá, Nueva Zelandia, República de Corea, Singapur, China y países del Medio Oriente y África del Norte (MENA).
