Istmo Centroamericano y República Dominicana: desafíos de la crisis global al crecimiento agropecuario

Abstract

En esta investigación preliminar se pretende examinar los posibles efectos de la recesión y la crisis financiera global en el sector agropecuario del Istmo Centroamericano y República Dominicana. Se analiza la capacidad de respuesta macroeconómica y sectorial del agro ante los desafíos del nuevo escenario económico mundial y se proponen algunas orientaciones estratégicas para el debate. Se incluyen algunas reflexiones sobre un enfoque alternativo de políticas para el alivio de la pobreza, frente a los efectos negativos que la actual situación internacional pueda producir. Asimismo, se sostiene que la crisis global contraerá el crecimiento, las exportaciones, la inversión y el empleo de las economías y de los sectores agropecuarios del Istmo Centroamericano y República Dominicana. Los impactos se sentirán a través del comercio exterior, el financiamiento, las remesas y la inversión extranjera. Por otra parte, la crisis también brinda posibilidades para fortalecer el agro, al hacer un uso más eficiente y focalizado del gasto público, fomentar la diversificación productiva y fortalecer la producción de alimentos. Asimismo, en el estudio se enfatiza la necesaria capitalización del medio rural, en especial la inversión en infraestructura como medio de impulsar a la economía, generar empleo y aliviar la pobreza. Es necesario crear las condiciones para un aumento del crédito rural, agropecuario, apoyado por el seguro de cosechas y por la cooperación financiera internacional. Finalmente, se deben promover las condiciones para ampliar el uso de remesas en actividades agropecuarias. Central American Isthmus and the Dominican Republic: challenges facing agricultural growth brought on by the global financial crisis Abstract: This preliminary investigation examines the possible effects of the recession and the global financial crisis on the agricultural section of Central America and the Dominican Republic. It analyses the capacity of macroeconomic response within the agricultural section towards the new global economic scenery and proposes strategic orientation for the debate. The investigation also includes reflections regarding an alternative political focus in regard to decreasing poverty, in response to the negative effects that the actual international situation may produce The investigation supports the view that the global economic crisis restricts growth of exports investments, and employment in the agricultural economic sector of Central America and the Dominican Republic. The effects of this development are felt all across the fields of external trade, finance, remittances and foreign investment. On the other hand, the crisis also creates possibilities to strengthen agricultural trade by effectivising public spending, encouraging diversification of production and strengthening food production. As such, the study illustrates the necessity of capitalization of the rural economy, particularly in regards to investments in infrastructure as means of stimulating the economy by creating employment and decreasing poverty. Creating conditions for stimulating growth of the rural economy by securing harvests through foreign investments is of vital importance to this process. Finally, the investigation demonstrates how these conditions may be created by increased remittances towards the agricultural sphere.
