Trato especial y diferenciado y comercio de servicios

Abstract

El trato especial y diferenciado ha sido una demanda histórica de los países en desarrollo desde la creación del sistema multilateral de comercio. Con la entrada en vigor de los resultados de la Ronda Uruguay del GATT y consecuentemente de la Organización Mundial del Comercio, el trato especial y diferenciado tuvo un cambio de enfoque: desde una política de desarrollo a una de ajuste. Por ello, en el marco de las actuales negociaciones de la Ronda de Doha hay una revisión de las disposiciones de los acuerdos de la OMC. Este trabajo analiza las características de las disposiciones sobre trato especial en el Acuerdo General sobre Comercio de Servicios, discute la eficacia de las mismas y propone medidas que deberían estudiarse con miras a analizar políticas a favor de los países en desarrollo en el marco del comercio de servicios.
