El mercado público y los acuerdos comerciales, un análisis económico

Abstract

El mercado de compras públicas demanda anualmente un 10% del PIB mundial, o el equivalente al 80% del comercio global. Tanto en la OMC como a nivel regional, los acuerdos comerciales intentan liberalizar este mercado, anticipando ahorros fiscales y expansión del flujo comercial para todos los participantes. En América Latina, acuerdos bilaterales suscritos con la Unión Europea, Estados Unidos y Japón incluyen compromisos en la materia. Según nuestro análisis, el impacto de estos compromisos y los beneficios esperados sobre el comercio se distribuyen desigualmente según los niveles de desarrollo de los países. Para América Latina y el mundo subdesarrollado, especialmente las empresas pequeñas y medianas, las condiciones no están dadas para trasformar esta creación de mercado en creación de comercio.
