Cohesión social y desarrollo social inclusivo en América Latina y el Caribe: perfiles y prioridades nacionales

Abstract

¿Qué desafíos enfrentan los países de la región para alcanzar un desarrollo social inclusivo con mayor cohesión social? ¿Qué prioridades surgen en materia de desigualdad, inclusión, democracia e institucionalidad? En América Latina y el Caribe, las personas manifiestan una elevada sensación de vulnerabilidad física, laboral y material, desconfianza institucional, desapego democrático y malestar ante desigualdades estructurales persistentes. Como complemento del informe Cohesión social y desarrollo social inclusivo en América Latina y el Caribe: segundo panorama regional, de los mismos autores, este documento analiza el estado de la cohesión social en 19 países de la región y examina 65 indicadores organizados en los tres pilares de la cohesión social: brechas, institucionalidad y pertenencia. Se señalan avances, rezagos y prioridades en materia de cohesión social tras la pandemia de enfermedad por coronavirus (COVID-19) y en un contexto regional y mundial de gran incertidumbre. Sobre esa base, este documento supone un punto de partida para plantear estrategias de desarrollo social inclusivo con la cohesión social en el centro y orientadas a la igualdad sustantiva de derechos.
