Protection sociale numérique : éléments d’analyse

Abstract

La transformation numérique dans le monde a des implications directes sur les politiques publiques, notamment les politiques de développement social inclusif, et conditionnera l’avenir de la protection sociale. Les niveaux élevés de vulnérabilité qui caractérisent l’Amérique latine et les Caraïbes sont autant de défis face à ce processus de numérisation, car ils risquent d’accroître les inégalités et les niveaux actuels d’exclusion sociale. Le présent document propose une définition de l’inclusion numérique et de la manière dont ce concept est lié au développement social inclusif dans la région. Il présente également quelques éléments pour comprendre comment les systèmes de protection sociale ont été améliorés et affectés par la numérisation, et discute des nouveaux risques induits par la transformation numérique ainsi que des opportunités d’améliorer l’efficacité de la fourniture des prestations sociales.
