Desafíos y oportunidades de la incorporación de la prospectiva en la función pública en América Latina y el Caribe

Abstract

Se presentan aquí los resultados de la consulta internacional “Desafíos y oportunidades de la incorporación de la prospectiva en la función pública en América Latina y el Caribe” realizada por el Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ILPES) en abril y mayo de 2025. Dirigida a funcionarios públicos, investigadores, representantes de organismos internacionales y profesionales vinculados a la gestión pública, su objetivo fue conocer el uso de la prospectiva en las instituciones públicas de la región, las barreras para su implementación y los mecanismos para favorecer su integración en la planificación y el diseño de políticas. La prospectiva ya no es un ejercicio marginal, aunque enfrenta desafíos en materia de institucionalización, participación y renovación generacional. Esto se vincula con la Agenda Regional de Gobernanza de la Planificación y la Gestión Pública para el Desarrollo Sostenible en América Latina y el Caribe, que llama a fortalecer la gobernanza anticipatoria, las capacidades técnicas, operativas, políticas y prospectivas (TOPP) y los espacios de diálogo social como pilares para un nuevo contrato entre Estado y ciudadanía.
