Protección ante el desempleo para trabajadores independientes: experiencias comparadas y recomendaciones de política

Abstract

El trabajo independiente representa una proporción importante del empleo en América Latina y el Caribe, pero presenta profundas brechas en materia de protección social. Según las estimaciones de la Comisión Económica para América Latina y el Caribe (CEPAL), el porcentaje de trabajadores independientes en la región alcanzó el 34,7% en 2023, mientras que, en el Uruguay, se situó en el 24,6%. Una parte significativa de estos trabajadores carece de acceso efectivo a mecanismos de protección ante el desempleo, lo que pone de manifiesto que los sistemas de protección social continúan estando diseñados en torno al empleo asalariado. En este documento se analizan algunas experiencias internacionales de protección frente al desempleo para trabajadores independientes, y se describen las barreras de acceso, los desafíos en materia de diseño y las alternativas de política pública. A partir del análisis de distintas prestaciones contributivas y no contributivas, se examinan las dimensiones clave del diseño y se brindan recomendaciones orientadas a diseñar prestaciones para brindar protección a esta población y contribuir al desarrollo social inclusivo de la región.
