Transformación digital productiva: análisis de políticas, estrategias e instrumentos para impulsarla en América Latina

Abstract

La digitalización es clave para mantener la competitividad de las empresas, al permitir optimizar procesos, reducir costos, diversificar mercados y adoptar nuevos modelos de negocio. Este estudio, elaborado en el marco de la Alianza Digital Unión Europea-América Latina y el Caribe, analiza políticas de transformación digital en los sectores productivos del Brasil, Chile, Colombia, Costa Rica, México y el Uruguay. Examina indicadores, agendas digitales, planes de desarrollo productivo, políticas específicas y estrategias sectoriales. Los países han avanzado en esta área de forma heterogénea, destacándose iniciativas en habilidades digitales, formación técnica, industrias 4.0 e integración de tecnologías emergentes como inteligencia artificial (AI) y macrodatos. Sin embargo, persisten desafíos de gobernanza, fragmentación institucional y escasa articulación entre políticas digitales y productivas. Se identifican 65 instrumentos de apoyo, concentrados en temas de financiamiento y formación, pero con baja presencia de incentivos fiscales. El sector agropecuario muestra un alto potencial de digitalización, con estrategias apoyadas en Internet de las cosas y robótica. El estudio destaca la urgencia de articular políticas digitales y productivas para promover un ecosistema favorable a la transformación tecnológica inclusiva y sostenible, especialmente para las pequeñas y medianas empresas (pymes), fortaleciendo así el crecimiento económico y la resiliencia regional.
