Abstract

Este documento tiene como propósito contribuir a las reflexiones del MDSF de Chile sobre la planificación del SNAC y busca identificar elementos clave a considerar en su diseño e implementación desde un enfoque de sostenibilidad. Se organiza en cuatro capítulos. El capítulo I presenta los elementos conceptuales que fundamentan las políticas de cuidado como componente de los sistemas de protección social universales, integrales, sostenibles y resilientes, destacando su rol en la superación de desigualdades estructurales y su contribución al bienestar y al desarrollo social inclusivo. El capítulo II analiza la estructura y funcionamiento del Sistema de Protección Social y del SNAC en Chile, explorando su articulación, y los desafíos demográficos y estructurales que se enfrentan, identificando elementos clave a considerar para su planificación. En esta línea, el capítulo III presenta una estimación de los potenciales costos asociados a la expansión de la Red Local de Apoyos y Cuidados (RLAC).
