Educación y desarrollo de competencias digitales en América Latina y el Caribe

Abstract

La Comisión Económica para América Latina y el Caribe (CEPAL) incluye la brecha digital entre las brechas estructurales de los modelos de desarrollo de América Latina y el Caribe. A pesar de las mejoras en materia de conectividad y equipamiento digital, todavía existen brechas de acceso, uso de herramientas digitales y, especialmente, competencias que impiden que todos puedan beneficiarse de las oportunidades de la era digital. Para poder cerrar estas brechas y avanzar hacia la inclusión digital en el marco de un desarrollo social inclusivo, es fundamental invertir en las personas y en su formación desde la infancia. Este documento se enfoca en el papel que desempeña el sistema educativo en la formación en competencias digitales de las nuevas generaciones. En primer lugar, se sistematizan los principales marcos de competencias digitales internacionales y, a continuación, se presenta un diagnóstico de las oportunidades de desarrollo de competencias tecnológicas a partir de la información recolectada por la Organización de Cooperación y Desarrollo Económicos (OCDE) en las pruebas de 2022 del Programa para la Evaluación Internacional de Alumnos (PISA). Por último, se ofrecen algunas reflexiones para contribuir a la formación de competencias digitales en el ámbito escolar.
