Abstract

La crisis de desarrollo que atraviesa la región de América Latina y el Caribe, junto con los importantes y complejos cambios que están ocurriendo en el mercado laboral, configuran un momento bisagra, en el que las políticas que se implementen hoy definirán las trayectorias de desarrollo de los países en el futuro. Las políticas activas del mercado de trabajo, en forma articulada con las políticas de protección social, ocupan un lugar central en este proceso. Promover la inclusión laboral a través de estas políticas permite vislumbrar una salida al momento actual, al brindar mejores oportunidades y condiciones a las personas trabajadoras, especialmente a quienes se encuentran en situación de mayor vulnerabilidad.
