Personas con discapacidad y movilidad urbana con un enfoque de derechos: apuntes para las ciudades de América Latina

Abstract

En este documento se proponen algunas bases conceptuales, teóricas y técnicas, desde la perspectiva de los derechos humanos, para la implantación de políticas de accesibilidad dirigidas a las personas con discapacidad en el ámbito del transporte público o colectivo en los espacios urbanizados de América Latina. Con ese objetivo, se presenta un planteamiento integral que tiene en el centro toda la cadena de accesibilidad del transporte, desde las características del espacio público urbanizado hasta el diseño de los vehículos, así como las aptitudes requeridas de todos los actores que intervienen en el proceso de desplazamiento de las personas con discapacidad. Esta cadena constituye la mejor forma de facilitar la observancia de los derechos de las personas con discapacidad y el cumplimiento de los Objetivos de Desarrollo Sostenible de la Agenda 2030 para el Desarrollo Sostenible en ese ámbito, elementos imprescindibles para lograr que las ciudades sean resilientes, inclusivas y sostenibles.
