Diagnóstico de la prestación de servicios de agua potable y saneamiento en El Salvador

Abstract

En este documento se examina el estado de la prestación de servicios de agua potable y saneamiento en El Salvador, incluidos los marcos normativos e institucionales, la inversión en el sector, la cobertura del servicio y las tarifas aplicadas. Aunque la Ley General de Recursos Hídricos asigna a dos ministerios la función de fomentar la prestación continua y segura de estos servicios, no establece la obligación de fiscalizar y controlar que ello se cumpla. Además, el Poder Ejecutivo conserva la facultad de aprobar las tarifas, lo que se ha traducido en un rezago tarifario que, en 2021, hizo que El Salvador tuviera la séptima tarifa de acueducto y alcantarillado más baja de la región. Este rezago tarifario limita la generación de recursos destinados a inversiones, lo que explica la gran dependencia del país de la cooperación internacional para llevar a cabo inversiones sectoriales y reduce las posibilidades de brindar un servicio gestionado de manera segura. Según los informes de la Administración Nacional de Acueductos y Alcantarillados, en 2020, el 24% y el 57% de la población no tenía acceso a servicios de agua potable y de saneamiento básico, respectivamente.
