Estimación del gasto público en políticas laborales en América Latina (2014-2021)

Abstract

Este documento, de carácter descriptivo y empírico, implementa la metodología de la Comisión Europea (2018) para cuantificar el gasto público en políticas laborales en 15 países de América Latina entre 2014 y 2021. Sobre la base de lo publicado en el Panorama Social de América Latina, 2019, en el que este gasto se cuantificaba para cinco países, este documento extiende el ejercicio a 15 países de la región, al tiempo que pone énfasis en las respuestas de política implementadas durante la crisis económica provocada por la pandemia de enfermedad por coronavirus (COVID-19). Se exponen las principales estructuras y rasgos del empleo en América Latina, el contexto macrolaboral, las respuestas de política antes de la pandemia y los cambios observados en 2020 y 2021.
