Sostenibilidad de la deuda pública en América Latina y el Caribe

Abstract

En este documento se analiza la sostenibilidad de la deuda pública en los países de América Latina y el Caribe. Se incluye una revisión de la tendencia observada en los últimos años, una comparación con el caso de otras economías emergentes y en desarrollo y la estimación de la dinámica esperada de la deuda en el período 2022-2027. Para este análisis, se utilizaron modelos contables basados en la restricción presupuestaria intertemporal del gobierno, los que permiten calcular la trayectoria de la deuda ante choques en la tasa de crecimiento de la economía, la tasa de interés real y el resultado primario. Estos ejercicios se realizan para nueve países de América Latina y el Caribe. Por último, se discuten la historia de los mecanismos para la reestructuración de las deudas soberanas y las políticas aplicadas para el manejo de la crisis derivada de la pandemia de enfermedad por coronavirus (COVID-19) y se proponen alternativas para la adopción de un marco institucional que dé lugar a la resolución de procesos de reestructuración de la deuda soberana.
