Medición de la discapacidad a través de los registros administrativos de educación en América Latina: diagnóstico y recomendaciones para avanzar hacia la armonización regional

Abstract

En los últimos años, los países de América Latina y el Caribe han mostrado notables avances en la inclusión de la medición de la discapacidad en los sistemas de información, específicamente en censos de población, encuestas de hogares y registros administrativos. Sin embargo, persisten grandes dificultades a la hora de generar información comparable entre los países, en particular en fuentes de información como los registros administrativos, en que el uso de la información con fines estadísticos aún es incipiente. En este documento se analizan los desafíos y oportunidades para la armonización de la medición de la discapacidad en los registros administrativos de educación y se plantea una propuesta de medición de la discapacidad para incorporar en dichos registros.
