El enfoque de derechos humanos y ciudadanía digital en la ciudad: conceptos y propuesta

Abstract

¿Cómo se relacionan la ciudadanía digital y el enfoque de derechos en las ciudades? ¿Permite la revolución tecnológica un goce efectivo de derechos en la sociedad contemporánea? ¿Es necesario establecer derechos digitales para poder asegurar el ejercicio efectivo de los otros derechos? Estas son algunas de las preguntas que sirven de guía en este documento, donde se expone cómo la ciudad, la ciudadanía y los derechos son conceptos que evolucionan con el tiempo y se van adecuando al momento histórico en que se definen. Se propone, entonces, utilizar el término “ciudad híbrida” para abarcar las características actuales de las ciudades, que tienen geografías digitales que se extienden más allá de los límites físicos de la urbanidad. También se propone hablar de una ciudadanía digital, para lo que se toma la noción tradicional de ciudadanía que se refiere al derecho a compartir y participar plena y dignamente en la vida social, pero ahora en el marco de una sociedad que se desenvuelve en ciudades híbridas.
