Rutas y desafíos para cerrar las brechas de género en materia de habilidades digitales

Abstract

La incorporación de nuevas tecnologías, acelerada por la pandemia de enfermedad por coronavirus (COVID-19), ofrece posibilidades transformadoras y beneficiosas para las mujeres. En América Latina y el Caribe, sin embargo, persisten nudos estructurales de desigualdad de género que condicionan el acceso, el uso y la apropiación de estas tecnologías por parte de las mujeres, al tiempo que limitan su mayor aprovechamiento de la economía digital. Este documento se enmarca en el reconocimiento que hace la Comisión Económica para América Latina y el Caribe (CEPAL) de la urgente necesidad de avanzar hacia procesos de transformación digital incluyentes que aseguren el acceso de las mujeres a las tecnologías de la información y las comunicaciones (TIC) y que potencien sus habilidades para utilizarlas y apropiarse de ellas con el objetivo de revertir las desigualdades en los distintos ámbitos de la vida de hombres y mujeres y entre las mujeres de distintos territorios. Se presenta una clasificación de habilidades digitales con perspectiva de género, que reconoce la importancia y responsabilidad de todos los actores para potenciar los vínculos entre las tecnologías y el avance de la Agenda Regional de Género.
