Informe de diagnóstico de recuperación económica urbana y resiliencia en Lima

Abstract

En este documento, elaborado en el marco de las actividades del proyecto "Building Urban Economic Resilience during and after COVID-19", financiado mediante el 12o tramo adicional de la Cuenta de las Naciones Unidas para el Desarrollo (DA12A), se presenta un diagnóstico de la ciudad de Lima respecto de cinco dimensiones clave: i) entorno empresarial local, ii) mercado laboral local, iii) entorno financiero local, iv) gobernanza económica y v) infraestructura básica y conectividad. Estas dimensiones fueron identificadas mediante la herramienta de planificación y diagnóstico de la recuperación económica urbana y la resiliencia elaborada por el Fondo de las Naciones Unidas para el Desarrollo de la Capitalización (FNUDC). Mediante este diagnóstico, se busca comprender mejor los factores estructurales y las características idiosincrásicas de la ciudad de acuerdo con las dimensiones de la resiliencia urbana. El objetivo es hallar soluciones concretas que puedan ayudar a resolver el desafío de crear ciudades más resilientes y gobiernos locales con mayor capacidad de resistir crisis como la de la pandemia de enfermedad por coronavirus (COVID-19) y otras tensiones de carácter socioeconómico que probablemente sean recurrentes en un mundo predominantemente urbano.
