Metodología de medición de la cohesión social en América Latina y el Caribe: aprendizajes y desafíos futuros

Abstract

¿Cómo medir la cohesión social, ese “cemento invisible” que une, identifica y vincula a las personas, permitiendo que convivan pacíficamente en sociedad, sin necesidad de coerción o de un interés material inmediato? En este documento metodológico se describe en detalle el marco de medición de cohesión social elaborado como parte del Proyecto de Conocimiento para el Desarrollo “Análisis de la situación de la inclusión y la cohesión social en América Latina y el Caribe a la luz del pilar social extendido de la Agenda 2030”. Para ello, se clasifican numerosas propuestas anteriores y se relatan los pasos, los criterios y las decisiones metodológicas que condujeron a la propuesta final. Este marco de medición, que combina indicadores cuantitativos y cualitativos de forma sistemática y se organiza en tres pilares (brechas, institucionalidad y pertenencia), cuenta con ventajas comparativas e innovaciones con respecto a ejercicios anteriores, si bien también presenta algunas limitaciones, que se abordan en el documento con el objetivo de poder superarlas paulatinamente en el futuro.
